MOSCOW. April 10 (Interfax-AVN) - The command post exercise (CPX) in the North Caucasus Military District and in the Black and Caspian Seas has been a success.
"The CPX in the North Caucasus Military District has effectively ended the Armed Forces' six-year-old training program," Anatoly Kvashnin, chief-of-staff of the Armed Forces, said at a briefing on Thursday.
Underscoring the role of such exercises, Kvashnin said that following the collapse of the Soviet Union, Russia has virtually lost its stations of troops on the Soviet border. These troops then became the core of the national armies of CIS members.
He said that "the troops in those border areas had the best combat capabilities and equipment."
Exercises at strategic and operational theaters allow the Russian Armed Forces to test combat readiness and interaction with military units of other Russian ministries and departments, Kvashnin said.
He also highly assessed the present combat readiness of military command bodies.
"Military command bodies, including commanders and specialists of various staff levels, are the foundation for troops' activity, the core of the system of their management. The success of troops at the moment does not stem from individual decisions of commanders, the commanders who make combat decisions on their own are not positioned above the company level. All higher commanders make decisions collectively, but bear personal responsibility for them," the chief-of-staff noted.
He stressed that participants in the North Caucasian exercise paid special attention to practicing actions of military command bodies on the basis of automatic systems of armament and troops control.
"The exercise in the North Caucasus district tested the so- called Akatsia automatic control system," Kvashnin said. According to him, Akatsia is, in fact, an intelligence, information, navigation, attack and guiding system. It provides for controlling troops and guiding high-precision weapons and hardware efficiently.
