MOSCOW. May 26 (Interfax-AVN) - Akhmad Kadyrov, the head of the Chechen administration, announced that he has provided the republic's branch of the Federal Security Service (FSB) with a list of 104 rebels who are not involved in any major crimes and are ready to surrender.
"We sent this list three weeks ago. After an corresponding check conducted by the Federal Security Service, these people will receive documents and return to living a peaceful life," Kadyrov told NTV television on Sunday.
"I would have compiled another list containing the names of those who are not eligible for amnesty. They include notorious rebel leaders controlled by Maskhadov and Basayev and those on the federal wanted list."
Kadyrov predicted that the upcoming amnesty "will not be a smooth process." "We fought against these people for three years and have to pardon them now. This is an unusual situation, but, nevertheless, this measure could help put an end to the continuing conflict in the republic," he said.
