MOSCOW. July 24 (Interfax-AVN) - Prime Minister Mikhail Kasyanov has appointed Nikolai Kutyin state secretary and deputy director general of the Russian Conventional Weapons Agency, the government information department reported on Thursday.
Kutyin was born in St. Petersburg in 1965. He graduated from the Moscow New Law Institute. Prior to his current appointment, Kutyin worked as deputy director general of the Russian Ammunition Agency.
