Russian Defense Ministry's academies, universities lack manuals

MOSCOW. July 29 (Interfax-AVN) - Higher educational establishments of the Russian Defense Ministry are lacking manuals badly, a competent source in the ministry told Interfax- Military News Agency on Tuesday.

"Under regulatory documents, basic manuals issued by the Russian Education Ministry, Defense Ministry and training and methodical associations of Russian higher educational establishments must amount to 60 percent of library funds in higher educational establishments. In fact, they amount to five to 15 percent in higher military educational establishments at the moment," the source said.

The share of manuals issued by the Defense Ministry between 0.02 percent to 10 percent in library funds of higher military educational establishments varies, he noted. The lowest figure is registered in the Artillery University.

As a result, cadets have five to 70 percent of manuals they need for classes and homework depending on the study course.

Books published over 10 years ago exceed 50 percent of library funds in higher military educational establishments, the source said. According to regulatory documents, the number of manuals per cadet should not fall below 0.5, but in fact it varies between 0.1 and 0.4 per cadet.

Most higher military educational establishments do not even have lists of manuals recommended by training and methodical associations of Russian higher educational establishments, the source said.

Only three higher educational establishments of the Defense Ministry have access to the Internet. They are an affiliate of the Military Finance and Economic University in Yaroslavl, the Military University in Moscow, and the Military Medical Academy in St. Petersburg.
