Kadyrov speaks to law enforcement on crime in Chechnya

GROZNY. Aug 28 (Interfax-AVN) - Acting Chechen president Akhmad Kadyrov has written a letter to Russia's top law enforcement officials.

On Thursday, Kadyrov familiarized the press with the content of the letter and said it was written because security issues remain the most serious problem in the Chechen Republic.

"I deal with these issues on a regular basis. Unfortunately, it is still not possible to rule out criminal activity on the part of security and law enforcement officials. The letter I sent to the top law enforcement officials is a forced measure, because some types of crimes have become more frequent," Kadyrov said.

On August 13, unidentified military men kidnapped three people in the village of Makhkety. "I dealt with this issue daily and discussed it with Armed Forces Chief-of-Staff Anatoly Kvashnin, who has asked Combined Federal Force Commander Sergei Makarov to go there in person and investigate," he said.

"The military part of the operation is over. People continue to go missing in Chechnya. They are taken away in the middle of the night. Their bodies are not found and they are never seen again. This is a concern for the entire republic, it is my personal concern too. I have no doubts that those who are taking people away at night are the so- called third force, the party of supporters of a horrible war," Kadyrov's letter said. It goes on to say a group of corrupt military officers has been uncovered in Moscow in the Interior Ministry structures, and in Chechnya there are corrupt law-enforcement officers and kidnappers in armored vehicles. "Through their crimes, they maintain tension in the republic and their hands are stained with the blood of innocent people," Kadyrov's letter said.

"This 'third force,' kidnappers in armored vehicles, have issued fliers in which they call themselves 'a death squad.' They are a death squad," the letter reads.

"I, Akhmad Kadyrov, acting president of the Chechen Republic, am asking that an interdepartmental commission be set up with your participation, to be given broad powers, resolve the search for missing people at the top level, and, most importantly, find and punish these kidnappers in armored vehicles, this 'death squadron.' We should report to the president of Russia on this. But the main thing is that we should tell the people of Chechnya the truth and save them from night terror," Kadyrov's letter reads.
