Russian ministry's board analyzes progress in implementing National Technological Base program

MOSCOW. Sept 17 (Interfax-AVN) - The board of the Ministry of Industry, Science and Technologies held an expanded session at the All-Russian Institute of Inter-Branch Industrial Information on Wednesday to analyze implementation of a federal purpose- oriented program entitled "National Technological Base" that covers the period from 2002 to 2006.

"It is one of the key federal programs today," Minister of Industry, Science and Technologies Ilya Klebanov said, opening the session.

Development of industrial technologies that are critical for the production of competitive knowledge-intensive products, technical retrofitting of the domestic industry and creation of a research and technical backlog are the main goals of the program, Klebanov said.

The program was approved by the Russian government on November 8, 2001. The Ministry of Industry, Science and Technologies is its state customer and coordinator. The Ministry of Atomic Energy, the Ministry of Education, the Ministry of Environment Protection, the Russian Aviation and Space Agency, the Russian Conventional Weapons Agency, the Russian Ammunition Agency, the Russian Shipbuilding Agency, and several other departments are state customers.

An expert council is coordinating the work of the program. The council headed by Academician Valentin Pashin was established to make the program independent from biased opinions, Klebanov said.

The program consists of two large sections. The first section incorporates research, development and test projects and projects in the sphere of technologies. The second section is devoted to monitoring the current state of technologies in both Russia and abroad and to analyzing current technologies and those under development.
