MOSCOW. Sept 24 (Interfax-AVN) - Three officers have been discharged from the Russian Armed Forces after an official investigation of the terrorist attack on the Mozdok garrison, the Russian Defense Ministry press-service told Interfax-Military News Agency on Wednesday.
"On Russian Defense Minister Sergey Ivanov's order, the commander of the North Caucasus Military District has investigated the terrorist attack on the Mozdok garrison military hospital, carried out by a suicide driver on August 1, 2003," a press-service official said.
In compliance with materials of the investigation, the commander of the North Caucasus Military District has issued an order, analyzing the causes of the terrorist attack, and defining the level of personal responsibility of various senior officials of the military district, the 58th Amry, the Mozdok garrison, and the military hospital. Disciplinary charges have been brought against all those responsible, the press-service official said.
Colonel Bestayev, chief of the military service and the district headquarters military service security department, Colonel Lantsov, chief of the medical service of the 58th Amry, and Lieutenant Colonel Muldarov, chief of the military service and the 58th Army headquarters military service security department, are to be discharged from the Russian Armed Forces.
Four major generals and one colonel have been issued service inaptitude notifications. Two officers have been reduced in their posts. A number of officials sustained other disciplinary punishments.
The press-service said that Lieutenant Colonel Arakelyan, chief of the military hospital, would incur a disciplinary punishment after the investigation had been completed and judge advocates had arrived at a legal solution.
The suicide bomber drove a KamAZ truck, loaded with explosives, through the gates of the Mozdok hospital on August 1. The terrorist attack killed 50 and wounded more than 80 people.
