MOSCOW. Sept 24 (Interfax-AVN) - Crime detection rate has risen in Chechnya this year thanks to the work of military commandant's offices on coordinating activity of Chechen law- enforcement agencies, Colonel General Nikolai Rogozhkin, chief-of- staff of the Russian Interior Ministry Force, said on Wednesday.
"Starting from July 15, 2003, when military commandant's offices got permanent personnel in line with a presidential instruction and a Russian Interior Ministry order, their activity has increased dramatically, including in the sphere of crime detection. Over 1,500 out of nearly 4,500 crimes committed in Chechnya this year have been exposed, which is a 35-percent detection rate," Rogozhkin told a news conference in Moscow.
The military commandant's offices are working closely with the Chechen interior department to examine facilities on the republic's territory, he went on. Over 27,000 facilities have been examined and over 1,700 facilities put under guard this year together with the Chechen interior department, he said. "About 2,000 citizens have been brought to justice as a result of escalation of the interior department's supervisory activity," he added.
Rogozhkin recalled that 16 temporary military commissioner's offices were set up in Chechen valleys in December 2002. "The military commandant's offices have helped restore over 900 facilities on the Chechen territory, including 667 residential houses, 19 industrial enterprises, eight healthcare facilities, 11 educational establishments, and eight social and cultural sphere facilities," he said.
The offices are also controlling the payment of money to locals, Rogozhkin said. "I am speaking about wages to workers of budget-funded enterprises exceeding RUB980m (USD32.21m), unemployment benefits totaling about RUB440m (USD14.46m), and compensations for damages caused by natural disasters exceeding RUB60m (USD1.97m)," he noted.
