No more than 5 % of defense industry R&D develop into serial production - expert

MOSCOW. Oct 13 (Interfax-AVN) - No more than 5 % of defense industry R&D develop into serial production, as most developments find no application, chairman of the research and technologies commission of the Moscow city legislature Yevgeny Balashov told Interfax-Military News Agency Monday.

"Given that the city of Moscow accounts for 60 percent of the national research capacity, as little as 5 % of defense industry R&D develops into serial production, and outside Moscow this figure is even lower," he said. He also said that although there are a lot of federal target allocation programs, they are neither coordinated nor legislatively backed.

According to Balashov, the Moscow city legislature has developed the production-oriented research-development program for the capital.

"Technologies is a most lucrative business, and implementation of new technologies raises the product quality," he said.

The Moscow city legislature, he went on, has adopted in the first reading the law on innovation policy in the city. The law stipulates for the creation of a joint regional fund for supporting and implementing promising R&D.
