MOSCOW. Oct 20 (Interfax-AVN) - The Federation Council Security and Defense Committee considers it necessary to legislatively fix the status of a participant in an armed conflict, Viktor Ozerov, chairman of the committee, told Interfax- Military News Agency Monday in support of the bill "On the Status of Participants in Combat and Armed Conflicts."
"This bill is intended to unify and classify the existing legal benefits to participants in combat and in armed conflicts. It will regulate legal relations between these people and the state," he said.
At the same time, he said the committee has some remarks to the bill.
According to Ozerov, a number of terms, such as "armed conflict" and "armed conflict area", require a more accurate definition to put them in line with the military terminology and Russian military doctrine.
The bill is needed into law to legislatively fix the status of participants in combat and armed conflicts, Ozerov emphasized.
He said that the case in point was additional payments for service in an armed conflict area and for direct participation in combat, as well as additional fringe benefits including free medical care.
