Key municipal site security does not meet terrorist threat level - expert

MOSCOW. Dec 26 (Interfax-AVN) - Security of municipal sites, which may come under terrorist attacks, does not meet the level, required to counter contemporary threats, retired Major General Vladimir Dvorkin, senior advisor of a think-tank, says.

"There are dozens of sites in large cities, the attacks on which will equal employment of WMD. A comprehensive program, envisioning tough measures, aimed at protecting such sites, should be worked out. Certain work is being done to this end, but I am not sure that it is organized enought," Dvorking said in the interview with the Ekho Moskvy radio station on Friday.

Among potentially dangerous Moscow sites the expert pointed out research nuclear reactors, as well as chloride and ammonia storage facilities, and a number of other storage facilities, and enterprises.

According to the expert, while all nuclear facilities are equipped with quite reliable security systems, it is impossible to put guards on all national economy sites.

"Major antiterrorism efforts should be focused on pre- emptive operations," Dvorkin said.

"I know of no comprehensive program, which would assign security priority to Moscow facilities," Dvorkin said.
