Federal helping bring down crime rate in Chechnya - regional HQ

GROZNY. Jan 29 (Interfax-AVN) - Special operations that federal forces are conducting in Chechnya are bringing down the crime rate, the regional headquarters directing anti-guerilla efforts in the North Caucasus said on Thursday.

"The number of grave crimes committed by members of bandit underground continued to decline in January. Forcible actions of federal forces against bandit formations help this a lot. Bandits are detained during special pin-point operations nearly every day," the headquarters said on a report.

In case rebels offer armed resistance, they are killed by return fire. Close interaction between law-enforcers, local authorities and civilians is an important contribution to terrorist attack prevention, the report reads.

"Against this background, we have recently witnessed an obvious increase in the number of cases when relatives of bandit underground members produce a positive influence on the latter, showing them that there are no prospects in continuing involvement in illegal armed formations. Thus, rebels get inclined to surrender to law-enforcement agencies," the report says.

According to the headquarters, 32 crimes were registered and 21 of them solved hot on the trail on Wednesday. In addition, 732 administrative violations were registered. Policemen destroyed two illegal oil refineries and seized over 20 tonnes of fuel and lubricants. They also checked 7,514 vehicles and 10,709 people.
