MOSCOW. Feb 6 (Interfax-AVN) - The State Duma will consider several bills, drawn up by the State Duma Defense Committee, at the plenary session on Friday, Colonel General Viktor Zavarzin, Chairman of the State Duma Defense Committee, told Interfax- Military News Agency.
"The first bills covers the military service conscription timeframe for citizens, living in remote areas, comparable to the Far North," Zavarzin said.
He clarified that it was recommended that conscription in such areas, just like in the Far North, should be carried out once a year: from May 1 until June 30, or from November 1 until December 31. "Under the bill, the list of such regions and areas, as well as the military service conscription timeframe for citizens, living in such regions and areas, will be defined by the Russian General Staff," he emphasized.
He said that the Defense Committee had recommended that the bill should be adopted after the second reading.
The second bill envisions granting a conscription postponement to citizens with a 26-week pregnant wife. Zavarzin noted that in compliance with existing laws, a draftee was discharged before the appointed time, if a child was born in his family. "What is the point of drafting a young man and spending money on transporting him to a corresponding unit and providing him with uniforms, if he is to be discharged only two or three months later," he underlined. The Defense Committee also recommended that this bill should be adopted after the first reading.
It is suggested that another bill, pertaining to abolishing military courts of law, should be rejected, Zavarzin said.
"Experience shows that military courts of law are capable of guaranteeing law and justice in the Armed Forces, as they are manned with seasoned senior officers, which means that they have enough background knowledge to qualitatively consider criminal cases and servicemen's appeals," he stressed.
