MOSCOW. March 23. (Interfax-AVN) - A bill is being drafted under which army officers who joined the service after January 1, 2005 can buy apartments under a mortgage-backed scheme with funds remitted to their accounts by the state, President Vladimir Putin told a conference at the Russian Defense Ministry on Tuesday.
Putin told the Cabinet to bring the drafting of the bill to completion shortly so that the State Duma can debate it as early as in May and asked the Duma to pass the bill at the spring session.
The state must not forget the need to meet earlier commitments to provide housing to those who served in the armed forces before January 1, 2005, Putin said.
The officer will have the apartment on credit that will be repaid by the state, he said
More people should obtain housing from agencies employing them, Putin said.
