Russia planning to set up efficient anti-terrorist measures system

MOSCOW. June 18 (Interfax-AVN) - Russia is planning to set up an efficient system of anti-terrorist measures similar to the one that existed in the Soviet Union, Colonel General Boris Mylnikov, head of the CIS Anti-terrorist Center, has said.

"The system of measures will cover an extremely wide range of events, including civil, police, and special ones. The system requires considerable funding. For instance, when the Federal Security Service offered a program of combating terrorism in 2000, the program collapsed as soon as it got into the Finance Ministry. There was no money at the disposal of the Finance Ministry than. But now the situation is changing," Mylnikov said in an interview published by the Krasnaya Zvezda daily on Friday.

Russia will fund such a program starting from 2005, he said.

According to him, there are specialists both in Russia and other CIS nations who are capable of realizing such programs given proper background.

"The legal basis is also developing. Ten CIS nations have passed laws on combating terrorism over the past few years. Thus, certain steps are being taken towards creation of an efficient system of measures," Mylnikov said.
