MOSCOW. July 6 (Interfax-AVN) - The Russian Navy continues fulfilling the federal purpose-oriented program of manning a number of units with volunteers, the Navy press-service told Interfax-Military News Agency on Tuesday.
A group of senior officers and admirals from the Navy Staff inspected the enforcement of this program in the Pacific Fleet Red Banner Independent Motorized Rifle Unit in June 2004.
The commission, headed by Vice Admiral Konstantin Kolotygin, chief of the Navy Mobilization Directorate, noted that the work was being conducted in compliance with guidelines. Combat training is being conducted in strict compliance with the fleet combat training plan, while commanding officers of various levels are constantly analyzing volunteer selection. The unit commander receives a detailed report on urgent issues (housing, support, training) on a monthly basis.
The unit has established a certification commission, tasked with selecting candidates, and close cooperation with regional military commissariats. Lists and personnel files of candidates, selected by military commissariats, are thoroughly examined.
Special attention is paid to logistics support. At the present moment volunteers are 100% provided with all types of support.
All issues, pertaining to redeployment, are settled in accordance with established procedure.
As far as financial support is concerned, it meets all requirements of the program. All servicemen, arriving at the unit, are provided with travelling allowances. All servicemen are also provided with payments for sanatorium-and-spa treatment, when going on vacation, and compensations for renting apartments.
In September 2004 the unit will field a dormitory for volunteers, as well as classrooms, a bath-house, a first aid post, and a field hospital. Infrastructure is also being improved.
