Russia has right to deliver preventive strikes on foreign terrorist bases – top military

MOSCOW. Sept 10 (Interfax-AVN) - Yury Baluyevsky, the chief-of-staff of the Russian Armed Forces, said the Russian military know places where foreign terrorists' bases are located and confirmed Russia's right to deliver preventive strikes on such bases.

Baluyevsky said such operations can be conducted "if an appropriate decision is made by the supreme commander-in-chief by agreement with the countries where these bases are located."

At the same time, Baluyevsky added that military force is an extreme method used for fighting terrorism.

The Russian armed forces will work with other countries in a number of areas, including exchange of intelligence information and special operations, Baluyevsky said.

Baluyevsky would not name the countries where terrorist bases can be located.

Together with other representatives of the special services, the Prosecutor General's Office, and the Interior Ministry, Baluyevsky attended the session of the Federation Council's provisional commission on the situation in the North Caucasus. The commission consist of top Federation Council officials and senators representing the Southern Federal District.

Representatives of the Defense Ministry, the Federal Security Service, the Prosecutor General's Office, and the Interior Ministry made reports in the meeting, Federation Council Speaker Sergei Mironov told reporters.
