"Snezhnogorsk is the only restricted access compound in the region that has no military garrison, but where about 170 families of servicemen lodge," an official of the city's administration told Interfax-Military News Agency.

"They are beyond any control here, and only police apprehend servicemen for breaking law and order, but can only hand them over to the military commandant's office," he added.

He emphasized that since 2004, 69 military were detained for various offences. Traffic police of the city registered 460 offences by servicemen.

According to the local police, the military break standing order much more often than other population.

"Therefore, we kindly request the Northern Fleet commander, Vice Admiral Mikhail Abramov, to assign courtesy patrols for joint missions with the police, which will surely improve law and order in the city," the official said.
