Russia to spend more on defense, law enforcement

MOSCOW. Sept 28 (Interfax-AVN) - The Russian state will make an extra allocation of more than ten billion rubles ($342.3 million) by the end of 2004 for national defense and law enforcement, including three billion rubles ($102.69 million) for an anti-terrorism program, Finance Minister Alexei Kudrin said on Tuesday.

In addition, there will be an extra allocation of five billion rubles this year under a farm machinery leasing program, Kudrin told the State Duma.

He also said that, in revising the 2005 draft budget for its second reading, more financing would be proposed for Russian regions as part of a separation of powers program.

Duma speaker Boris Gryzlov predicted that the draft budget would pass its first reading.
