Russia may introduce terrorist alert system like in U.S.

MOSCOW. Sept 29 (Interfax-AVN) - Russia in its efforts to resist terrorism may introduce a system of threat evaluation and terrorist alert comparable to the one adopted in the United States, Russian Security Council secretary Igor Ivanov has said.

"As far as the degrees of threat are concerned, the task has been put forward. Corresponding descriptions of levels of threat will be worked out together with corresponding response depending on the level of threat," he told a Wednesday news conference at the Interfax main office.

Asked whether Russia would introduce color identification of levels of threat - yellow, red etc - like the United States Ivanov said that the main thing is "the description of one level of threat or other, and it is a different matter how they will be designated."

Ivanov, who at an expanded Cabinet meeting on September 13 spoke for working out a mobilization plan to resist terrorism, said that he meant "a certain set of measures and actions in situations that may arise in the event of a terrorist threat."

He said he borrowed the term from civil defense "to make it more understandable."

In his opinion, the main thing is to work out a system of measures in which everyone, from the lowest official in a region to the top, would know what to do.

"Unfortunately, the latest developments have shown that we don't have it. That these mechanisms didn't work," Ivanov said.
