Russia's upper house adopts urgent measures to resist terrorism

MOSCOW. Sept 29 (Interfax-AVN) - The Federation Council has advised the Duma to increase spending on forces involved in anti-terrorist efforts when it discusses the 2005 draft budget.

The upper house of the Russian parliament on Wednesday unanimously passed a resolution on measures to resist terrorism and guarantee the security of people and also to strengthen national security.

It also bound the Audit Chamber to check on the effectiveness and purposefulness of 2002-2004 spending from federal coffers on preventing and stopping terrorist acts.

The Federation Council suggested urging foreign parliaments to pass legislation in keeping with basic principles of international law and UN resolutions to prevent the training of armed formations involved in terrorist attacks.

The resolution binds Federation Council delegations to international parliamentary organizations to intensify efforts to adopt legal acts aimed at fighting terrorism and preventing terrorist acts.
