FSB chief calls for tough anti-terrorist legislation

MOSCOW. Oct 29 (Interfax-AVN) - Russia needs a legal framework to counter terrorist threats, Federal Security Service (FSB) Director Nikolai Patrushev told the State Duma on Friday.

"We face a burning need for legislation to include the introduction of special legal regimens aimed at protecting the nation from terrorist threats, in particular, a situation where there is a danger of terrorism, an anti-terrorist operation situation, and an emergency situation," he said.

"This legislation will be politically and legally important," Patrushev said.

Penal and criminal procedural legislation must be amended accordingly, he said.

"In particular, penalties for organizing and carrying out terrorist activities must be toughened, the statute of limitation for terrorism- related crimes must be increased, and such cases should never be tried by jury," Patrushev said.

Judicial authorities should never reduce the sentences for such crimes, he said.
