Armament development program to be submitted to Russian leaders in early 2005

MOSCOW. Nov 24 (Interfax-AVN) - The Russian State Armament Program for the period until 2015 will be submitted to the country's leaders in the first quarter of 2005, Army General Alexei Moskovsky, deputy defense minister and Armed Forces chief of armament, said on Wednesday.

The program determines the main fields of armament and military hardware development of the country's uniformed agencies from 2006 to 2015, Moskovsky told Interfax-Military News Agency.

The Defense Ministry is "the main executor and coordinator of the program's elaboration, while the process involves all uniformed agencies of the country, as well as federal executive bodies of the economic sector," he said.

"The program will outline development and procurement of new armaments and military hardware for the Armed Forces and other uniformed agencies for each year," Moskovsky noted.

"Equipping and rearmament of the general-purpose forces - ground, aerial and naval ones, as well as space forces, will be the priority of the new armament program," he said.

The general noted that the new program will not change the armament and military hardware development strategy outlined in the previous programs.

"Development and creation of a new generation of weapons takes a long time, and having taken a path of developing of some landmark armament system, it is inexpedient to replace it with another one," Moskovsky stressed.
